meet Lucille Collard

Lucille Collard is the Member of Provincial Parliament for Ottawa—Vanier, a dedicated advocate, community builder, and proud Franco-Ontarian who has called the riding home for her entire adult life. Her passion for public service is rooted in a deep belief that politics should be a tool to support people—especially the most vulnerable—and strengthen the communities they live in.

Lucille began her career working on Parliament Hill, supporting Ministers and Members of Parliament and witnessing firsthand how policy decisions can transform lives. After earning her law degree from the University of Ottawa in 1999, she served as a federal civil servant, working on international trade law with the NAFTA Secretariat, administrative law with the Canadian Nuclear Safety Commission, and public law with the Federal Courts.

A mother of four and lifelong education advocate, Lucille believes access to strong public education is essential to a thriving society. In the early 2000s, she played a leading role in creating Trille des Bois, a francophone public school rooted in holistic development. What began as a pilot project with just 18 students has since grown into a thriving school community of over 600—and a cornerstone of the Franco-Ontarian identity in Ottawa.

Lucille’s commitment to education led her to public office, where she was first elected in 2010 as a School Trustee. She was re-elected in 2014 and 2018 and later elected Chair of the Board of the Conseil des écoles publiques de l’Est de l’Ontario (CEPEO), where she championed inclusive, student-centered leadership.

Since becoming MPP for Ottawa—Vanier in 2020, Lucille has continued to focus on the pressing issues facing her community: affordable housing, access to primary healthcare, education, addiction and mental health supports, and environmental protection. She believes deeply in collaborative problem-solving and has built strong relationships across party lines to deliver results. Her ability to work constructively with Ministers has led to policy wins for her constituents and province-wide change.

Lucille has successfully introduced and passed two pieces of legislation: one to support survivors of human trafficking and another to protect children from online exploitation. As Deputy Speaker of the Legislature, she’s also taken on the important responsibility of maintaining order and civility in the House.

One of her proudest moments at Queen’s Park was securing all-party support to have the Franco-Ontarian flag flown permanently at the provincial legislature—a lasting symbol of her deep commitment to cultural identity, inclusion, and representation.

Today, Lucille remains focused on delivering practical, people-first solutions for Ottawa—Vanier. Whether she’s advocating for local businesses, connecting residents with vital services, or working with community organizations, she continues to lead with compassion, integrity, and an unwavering dedication to public service.
